The aim of this workshop is to bring together scientists working in fields relevant to the understanding of the relationship between infrared emission, the interstellar medium and star formation, as well as its potential use at high redshifts. The program is designed to review the observational and theoretical progress made in the last few years, identify connections between the local and high redshift work, and provide a fertile environment to develop ideas for future studies of these relationships.
